Software "theft" is no such thing, despite what those cowboys at FAST would
have you believe. It's copyright infringment, which is not a criminal
offence as far as I know.
"A person is guilty of theft if they dishonestly appropriate property
belonging to another with the intention to permanently deprive
the other of it." it says in Section 1, Theft act 1968:

The wording above is why (AIUI, IANAL) there is a separate offence
of "Taking Without Consent" for motor vehicles, because there is
often no intent to "permanently deprive".
