Buying links to improve PageRank violates our quality guidelines.
Isnt that PPC? Sounds like they are moaning that everyone isn't paying
them and maybe paying someone else?
Laughable but that's business at times.

Translated this is asking you to ask for a site to be ranked lower,
becuase google wants their revenue! Google is NOT an ethical business.
We'll 'improve' our algorithmic detection! I wouldn't mind hearing how
they do that!
