It's only bad in terms of response time, I'd expect a .co.uk domain to
respond quicker due to less latency if I'm in the UK.
I can't think of any search engine that would be silly enough to
disregard a site due it's location not matching a known UK allocated IP,
the reputable SEO company can't be that good if they think that actually
happens.
