hi
http://www.nsdesign.co.uk/webhosting/linux_standard
I use these guys, and have no complaints,
I haven't used ruby on rails with them but it is advetised as standard
on their linux accounts.
The tech support is email only but they have sorted out any of my
troubles very quickly (within an hour or two usually)
