Yes, the best platform is the one you know best.
From the business point of view, in London at least, PHP and Java are
widely used and Ruby is growing strong.
PHP can be used for huge website. I'm currently involved in couple of
sites that have 10k unique visitors a day and it's working well. Also,
in couple of weeks, a big sites (can't tell the name yet) is going to
re-launch using PHP and the traffic is expected to be huge (it is a
very popular high street magazine).
