FN-FORUM: Please prevent baldness

Hello all
To prevent me from pulling all my hair out I'm hoping someone can
give me the solution to this query.
I'm busy redoing my website and have, I think, got a rough grasp on
CSS, but I'm snookered by Internet Explorer on the PC and the
following little puzzle.
I want to have a panel at the bottom of each page (which has blog
info etc in it). What I need is for it to sit at the bottom of the
screen when there is not a massive amount of info in the main area,
but when there is a lot of text in that main screen I want it to drop
off the area that is initially viewed, and sit under the main area to
be found when it's scrolled down to.
These are the links to the two, not yet complete, most extreme
examples to illustrate what I've tried to describe above.

I've fixed it for Firefox and Safari (at least I think I have), but
can't work it out for Internet Explorer.
Can anyone help?

P.S I know there are loads of little things on other pages, but feel
