Generally, it's an Outlook setting (default) which prevents the display
of external images for safety. Image needs to be embedded. Still sounds
as thought it's not using HTML at one end.

You probably can't control this. It is up to the recipient to decide how
he/she receives email and rightly so.
First of all, check that the sender is sending as HTML, not RTF. Then

signature, as that normally works for me when not using exchange.
