I find table layouts to be a complete pain, both when writing them and
when re-arranging things.

CSS is the way to go: change a complete site's layout by changing just one
file!

Develop to standards, fiddle the few things for IE and include using
conditional comments. Everything is then standards-compliant, apart from
the IE-specific stuff that only IE gets to see.
