I think it's just ftpPro's funny way of saying it can't make a
connection. The most likely causes are:

a) there's no ftp server running on the machine you are uploading to, or
b) that the firewall on that machine is blocking port 21

If either is true, you probably need to talk to the administrator of the
target machine to resolve it.
