Hi.
Are you not defining the connection type twice? I don't know much about
oscommerce, so perhaps those are valid parameters.
Their site defines the expected parameters as:
tep_href_link($page = '', $parameters = '', $connection = 'NONSSL',
$add_session_id = true, $search_engine_safe = true)
