Hi Duncan,
Who are the target audience?
11 - 30 year olds? Doubt it, so I wouldn't worry about the 'social
network' side of things. People are bored with signing up for yet
another social network/ myspace clone so avoid those as much as possible.
You mention that it does need updating, technology wise, so go for a few
videos (professionally done, not youtube quality), splattered around the
site to make the content feel younger.
I think the main trick is to develop something that all those teeny
bopper sites haven't got, a USP if you like.
Let me know when the client utters that classic line "we want it web 2.0".
