You just need the right contacts, a good reputation for delivering the
goods, and an organisation with a big budget.
I naively quoted £8,000 for a site some years ago, and the next cheapeast
competitor was quoting £40,000 for the same job. The customer was very
suspicious that I could do the work for the price (in the end the project
was shelved, so we never found out who would have got the job). In fact I
think I was quite a bit too cheap, and it would have turned into a
very-low-rate-per-hour job. Next time I'll quote quite a bit more, and end
up being able to spend the right amount of time on the project.
Don't forget, some clients will turn you down if you look too cheap. The
essential part of quoting is to find out the budget, and the expectations
of cost and functionality. And decide whether you prefer a few challenging
high-budget jobs (and often high-pressure) or lots and lots of small jobs.
I like a mixture of the two :)
