Whatever the origins, I think that PC has come to mean the "industry
standard" architecture in a desktop format [1]. And given that the majority
of such boxes run Windows, if the operating system is not specified it's
assumed to be a Windows variant.

I wouldn't refer to my (Ubuntu) laptop as a PC, for example.

[1] Arguably the origin is in the phrase "IBM PC compatible".
