The Chinese "Internet Police" or "Internet Brigade" are difficult to get
access to. Belonging to the propaganda departments of the Government of the
Peoples Republic of China they are there principally to monitor Internet
traffic - removing posts from bulletin boards and dealing with anti-Sina
material. There have about 30,000 employees!!! "Rumoured" to share buildings
with China Telecom in Beijing, they are extremely efficient. However, akin
to the Chinese secret police (PSB) they do not deal with the public unless
"engaged" by some mechanism.
Main Chinese ISPs are difficult to contact.
The mechanism I suggest you use is to find a Chinese based bulletin board
with an English translation button from a large ISP (sina.com, tom.com,
163.com), go to a public thread of potential interest to the Internet
Brigade, and post something using controversial keywords. They will detect
it - guaranteed!!! Perhaps something like this will do: "Internet tactics
from Chinese destroy face of Chinese Government and Chinese Police! An
Internet hacker from IP address [IP_address] is attacking sites in [country]
by [method]. Chinese Government officials know this behaviour is happening
and are deliberately allowing it to when in fact they could stop it very
quickly. This represents no more and no less than an attack by the Chinese
on the Western Internet information service and business infrastructure - or
is it a spotty-nosed kid having fun? Either way, the Chinese Government look
stupid if they allow it to happen."
Notice the keywords and keyword phrases. Be aware, though, that unlike here,
the culprit if caught will face severe penalties.

material the Internet Brigade may have an interest in? ;)
