Erm, not knowing the focus of the site doesn't help your situation. I'm
not joining a "Tax" facebook group :)
What they really need to do is develop their content (articles etc.) to
make it interesting, provide as many hooks as possible to other sites
that may be of interest (see

as an example at the bottom). Provide RSS feeds for the site.
Being a government site, the information is applicable to the UK, but a
lot of the above sites are international, so be very careful which sites
you "digg" to.
I'm also concerned with the word 'subscriber'. I'm assuming you won't be
asking them to log in to be able to subscribe. This is a poor
measurement of site usage
